A brass fret fender, the principal central section pierced and engraved with sea creatures, cornucopia and rams heads.
English or American circa 1800.
For an example from the same workshop see "Metalwork in Early America" by Donald L. Fennimore.
Many popular prints were published for the Peace of Amiens in 1802 incorporating elements of both this fender's design and No.77 in Fennimore's most excellent work.
