CINOA has submitted comments to the Office of the United States Trade Representative (USTR) in response to the request for comments on proposed actions under the Section 301 investigations concerning the failure of certain economies to impose and effectively enforce prohibitions on the importation of goods produced with forced labour.

CINOA supports efforts to combat forced labour and advocates for a proportionate, risk-based approach that recognises the unique characteristics of works of art, antiques, collectors’ pieces, and other cultural objects. In its submission, CINOA respectfully requests that goods classified under Chapter 97 of the Harmonized Tariff Schedule of the United States (HTSUS) be excluded from any final action, as such goods do not participate in the industrial production systems and supply chains that the proposed measures are intended to address.

CINOA remains committed to constructive engagement with governments and international institutions to ensure that trade measures are effective, proportionate, and compatible with the lawful international circulation of cultural property.
